**This is part of the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program.
GENERAL STATEMENT OF DUTIES:
The work involves the performance of difficult, pre-professional engineering tasks in the field or office. Work is performed in accordance with established policies and procedures with supervisors available for consultation on new or unusual problems. The incumbent may carry out or supervise specialized functions related to engineering work of the department. Does related work as required.
TYPICAL WORK ACTIVITIES:
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of engineering field and survey techniques; good knowledge of techniques, terminology and equipment of drafting; good knowledge of mathematics as applied to engineering; ability to perform moderately difficult surveying and drafting tasks with a high degree of accuracy; ability to perform difficult mathematical computations rapidly and accurately; ability to perform pre-professional engineering research and prepare reports; ability to complete designs utilizing a computer (AUTOCAD); ability to understand and follow detailed oral and written instructions; initiative and resourcefulness; industry; dependability; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A) Completion of a minimum of 30 semester credit hours** leading to a Bachelor's degree** in Civil, Environmental, Mechanical, Sanitary, or related Engineering Technology or Construction Management; or:
B) Graduation from high school or possession of a high school equivalency diploma and one (1) year of practical experience in civil, environmental, mechanical, sanitary or related engineering field or construction experience primarily concerned with subsurface utilities; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and ( B).
NOTE: *Per resolution presented to State Civil Service Commission, action approved and filed with the Department of State on November 14, 2025, under the Hiring for Emergency Limited Placement Statewide (HELPS) Program, this title is temporarily reassigned to NON-COMPETITIVE Classification.
