Senior Director of Operations and Water Infrastructure

TYPICAL WORK ACTIVITIES:

• Develops and implements operating procedures for the Department while maintaining compliance with Authority policies and procedures;
• Reviews Department activities and establishes annual goals, schedules and priorities;
• Coordinates hiring and promotional decisions for the Department of Line Maintenance and Meter Shop;
• Directs the General Chiefs, Crew Chiefs and distribution engineers in planning and scheduling the installation, maintenance and repair of the water distribution system, meters, including off-hours emergency response;
• Directs the inspection, operation and maintenance of the distribution system components including valves and hydrants; and meter shop work;
• Directs the activities of the line maintenance unit and meter shop.
• Directs the activities of the 24 hour dispatch area and emergency response personnel;
• Analyzes operational problems, formulates and implements solutions;
• Coordinates selection and purchase of equipment and supplies related to the Distribution department;
• Coordinates and works closely with those responsible for systems and information technology within the Authority to ensure that the technology is meeting the needs of the Department;
• Confers with 3rd party technology consultants regarding computer applications and uses, informational needs, operational problems and refinement of systems as it relates to the Distribution department;
• May represent the Authority in meetings with other municipalities and utilities on issues of mutual concern;
• Ensures compliance with health, safety and environmental codes and regulations imposed by State and Federal Agencies;
• Investigate and answer complaints and requests from the public;
• Periodic evaluation of employees capabilities and performance for varying types of work assignments;
• Confers with outside engineers and contractors on projects involving the Authority’s Distribution System;
• Be able to measure performance in order to establish and achieve realistic goals;
• Other related activities as assigned.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of the principles, procedures and equipment used in the construction, operation and maintenance of water distribution systems; good knowledge of the maintenance and service operations of the Authority; possesses the ability to supervise, review and direct the work of a large number of employees in varying activities; ability to develop and implement goals, objectives, priorities, and policies for the Department; good knowledge of organizational and management practices and procedures; good knowledge of public administration practices and procedures; good knowledge of information technology and information systems management with the ability to assess information technology that aligns with the needs and objectives of the authority; good knowledge of ability to monitor compliance with Departmental operating budgets; ability to establish and maintain professional relationships; possesses good analytical and organizational skills; expresses oneself clearly and concisely both orally and in writing; displays tact; courtesy; integrity and good judgment; capable of performing the essential functions of the position with or without reasonable accommodation; physical condition is commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:

(A)    Graduation from a regionally accredited or New York State registered four (4) year college or university with a bachelor’s degree and five (5) years paid full-time or its' part time equivalent experience in the management of the operations of a water distribution system, or construction business or construction equipment business, three (3) years of which shall have been in a supervisory capacity;

OR,

(B)    Graduation from a regionally accredited or New York State registered college or university with a associate’s degree and seven (7) years full-time paid or its' part­ time equivalent experience as described in (A) above, three 3) years of which shall have been in a supervisory capacity;

OR,

(C)   Nine (9) years paid full-time or part-time equivalent experience in the management of the operations of a water distribution system, or construction business or construction equipment business, three(3) years of which shall have been in a supervisory capacity; OR,

(D)  Any equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above.

SPECIAL REQUIREMENT:  Possession of a valid class D New York State driver’s license at the time of appointment.

NOTE:  Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements
