Salary Range: $159,030.56 - $177,708.96
DISTINGUISHING FEATURES OF THE CLASS: This position is responsible for both the administrative and technical supervision of the installation, operation, maintenance and repair of the water distribution system. The employee reports directly to and works under the general direction of the Executive Engineer with considerable latitude for independent judgment particularly for planning, scheduling and assigning department activities. General supervision is exercised over a large number of technical and semi-skilled subordinate staff. This employee does related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of the principles, procedures and equipment used in the construction, operation and maintenance of water distribution systems; good knowledge of the maintenance and service operations of the Authority; possesses the ability to supervise, review and direct the work of a large number of employees in varying activities; ability to develop and implement goals, objectives, priorities, and policies for the Department; good knowledge of organizational and management practices and procedures; good knowledge of public administration practices and procedures; good knowledge of information technology and information systems management with the ability to assess information technology that aligns with the needs and objectives of the authority; good knowledge of ability to monitor compliance with Departmental operating budgets; ability to establish and maintain professional relationships; possesses good analytical and organizational skills; expresses oneself clearly and concisely both orally and in writing; displays tact; courtesy; integrity and good judgment; capable of performing the essential functions of the position with or without reasonable accommodation; physical condition is commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
(A) Graduation from a regionally accredited or New York State registered four (4) year college or university with a bachelor’s degree and five (5) years paid full-time or its' part time equivalent experience in the management of the operations of a water distribution system, or construction business or construction equipment business, three (3) years of which shall have been in a supervisory capacity;
OR,
(B) Graduation from a regionally accredited or New York State registered college or university with a associate’s degree and seven (7) years full-time paid or its' part time equivalent experience as described in (A) above, three 3) years of which shall have been in a supervisory capacity;
OR,
(C) Nine (9) years paid full-time or part-time equivalent experience in the management of the operations of a water distribution system, or construction business or construction equipment business, three(3) years of which shall have been in a supervisory capacity; OR,
(D) Any equivalent combination of training and experience as defined by the limits of (A), (B), and (C) above.
SPECIAL REQUIREMENT: Possession of a valid class D New York State driver’s license at the time of appointment.
