**THIS IS A PROVISIONAL APPOINTMENT AND IS SUBJECT TO A CIVIL SERVICE EXAMINATION PRIOR TO ANY PERMANENT APPOINTMENT**

DISTINGUISHING FEATURES OF THE CLASS:   

The work involves responsibility for supervision as well as participating in the installation, maintenance and repair of hydrants, valves water mains and related services in the water distribution system of the Water Authority. The incumbent works under the general supervision of the General Crew Chief with leeway allowed for the exercise of independent judgment in carrying out assignments. The incumbent also coordinates work with outside contractors employed by the Authority. Direct supervision is exercised over the work of Line Maintenance Operators and Water Utility Workers. Does related work as required.

TYPICAL WORK ACTIVITIES:

  • Supervises and participates in the installation, maintenance of hydrants and valves;
  • Supervises and participates in the repair of broken water mains, valves and hydrants;
  • Supervises and participates in the location and operation of valves for the solution of repairs;
  • Supervises and participates in the cleaning and chlorinating as required;
  • Supervises and participates in the investigation of reported leaks in the distribution system and performs the necessary repairs;
  • Supervises and participates in locating and repairing curb boxes;
  • Supervises and participates in the installation of tapping sleeves and valves for main connections;
  • Supervises and participates in the installation of water mains, valves and commercial and residential services lines;
  • Supervises and participates in the reading of commercial water meters;
  • Supervises and participates in the replacement of pits and water meters;
  • Prepares rough sketches of work to be performed;
  • Supervises the maintenance and repair of tools and equipment;
  • Maintains records of work performed by the work crews and contractors, including time and material reports;
  • Operates a service truck to deliver men and material, to job sites;
  • Supervises and participates in the setting up of work sites to known safety standards.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of hydrants and valves used in water distribution systems; thorough knowledge of water distribution system maintenance practices and safety precautions; thorough knowledge of consumer service related to water distribution; good knowledge of the water distribution system and facilities; ability to read and make rough sketches; ability to supervise and secure the cooperation of others; skill in making pipe and equipment repairs; initiative in devising methods of meeting unusual situations and emergencies; ability to understand and carry out moderately complex oral and written instructions; mechanical aptitude; willingness to work outdoors in all weather conditions; dependability; resourcefulness; industrious; physical endurance; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS:
A)     Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience in water maintenance or construction and two (2) years of skilled experience in the installation, maintenance or repair of hydrants and valves used in water distribution; OR
B)     Eight (8) years of experience in water maintenance or construction and two (2) years of skilled experience in the installation, maintenance or repair of hydrants and valves used in water distribution; OR
C)     An equivalent combination of training and experience as defined by the limits of (A) and (B) above

SPECIAL REQUIREMENTS:

1.       Possession of a valid Class A Commercial Driver’s License issued by the State of New York at the   time of appointment.
2.       Possession of a valid New York State Class "D" Chlorinators License at the time of appointment.
3.       Possession of NCCER Heavy Equipment Operator (Backhoe) Certification at the time of appointment.

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.

PROMOTIONAL EXAMINATION: Must be serving and have served continuously on a permanent basis as Line Maintenance Operator for two (2) years immediately preceding the date of the written test.
