**THIS IS A PROVISIONAL APPOINTMENT AND IS SUBJECT TO A CIVIL SERVICE EXAMINATION PRIOR TO ANY PERMANENT APPOINTMENT**
DISTINGUISHING FEATURES OF THE CLASS:
The work involves responsibility for the inspection of construction, installation, or maintenance operations of water system infrastructure and facilities performed by outside contractors employed by the Authority. General supervision is received from an administrative employee of higher rank, with leeway permitted for the exercise of independent judgment. Supervision is usually exercised over the contractor’s job but may be required to supervise the work of engineering consultants and other Authority staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
Conduct thorough on-site inspections of various watermain projects to verify that the materials used, and the job workmanship adhere to the project plans, specifications, regulations and other requirements;
Maintain detailed records of inspections, test results, and any deviations from the plans or specifications;
Prepare daily reports, complete checklists, and compile reports on project progress and any issues identified;
Maintain field notes containing reference to job locations for record plans and as-builts;
Communicate with contractors, supervisors, engineers, consultants, customers, and other inspectors to address any issues and ensure project progress;
Investigate complaints regarding project related issues including water services, watermains, pavement, sidewalks, curbs, gutters, lawns and related subsurface structures and restoration;
Assist in calculating and verifying payments to contractors based on completed work;
Read and interpret plans and specifications to verify compliance with the intent of the design;
Coordinates all water system shutdowns associated with the work;
Operates ECWA valves and other associated equipment necessary for the completion of the work and directs contractor staff in the notification of impacted properties;
Field supervises new plant installations and construction for adherence to plans and specifications;
Field supervises the installation and maintenance of treatment plant, pumping station and water storage tank equipment;
Makes recommendations concerning necessary repairs to equipment;
Sees that lines and grades are maintained on all watermain construction projects;
May supervise or perform in gathering data for the purpose of mapping the water system and locating leaks with various leak detection equipment;
May supervise a maintenance crew for the repair or installation of plant equipment;
May supervise a maintenance crew for the repair or installation of water mains;
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of materials and methods associated with the installation of subsurface utilities, survey equipment, computers, G.I.S. and water plant equipment; Familiarity with state and local laws governing such construction and installation; good knowledge of all safety rules and regulations; Ability to tactfully direct the activities of contractors into compliance with municipal or school district practices and requirements; Ability to make sketches and simple engineering computations; Work with accounting division in preparing bills for contractors, retirement of property and other related matters; Supervises the care and maintenance of a variety of equipment assigned to that department; Ability to get along well with the general public, Authority customers, contractors, superiors and employees; Resourcefulness and imagination in meeting new or unusual problems; Initiative in carrying out the duties of the job commensurate with the best interest of the Authority; Willingness to work outdoors under most weather conditions; Physically capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Engineering or Technology, and four (4) years of responsible construction experience primarily concerned with subsurface utilities; or:
B) Graduation from high school or vocational school, or possession of a high school equivalency diploma, eight (8) years of responsible construction experience, primarily concerned with subsurface utilities; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENTS: Possession of a valid Class D drivers license issued by the State of New York at time of appointment.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
