**THIS IS A PROVISIONAL APPOINTMENT AND IS SUBJECT TO A CIVIL SERVICE EXAMINATION PRIOR TO ANY PERMANENT APPOINTMENT**
DISTINGUISHING FEATURES OF THE CLASS: The work involves assisting the Pump Mechanic Crew Chief and participating in the repair and maintenance of pumps, construction and other types of mechanical equipment at the Erie County Water Authority's (ECWA) treatment plants and pump stations. Under the general supervision of the Pump Mechanic Crew Chief or an administrative employee of higher rank, an employee in this class assists with diagnosing, assigning and supervising the repair work performed in the Production Department. Work assignments are received in the form of oral and written instruction, or by pump operator reports regarding the operation of specific pumps or equipment. The employee exercises independent judgment in diagnosing the problem and assigns the work to subordinates through oral instruction and/or written work sheets. Work is checked through occasional inspections while the repairs are in progress and by final inspection of work quality and performance of the repaired equipment. The incumbent may perform mechanical work or assist in performing repairs that require greater knowledge of the trade. Direct supervision is exercised over lower-level employees assigned to the maintenance group. Does related work as required.
TYPICAL WORK ACTIVITIES:
· Assists in supervision and participates in the repairs and adjustments to pump equipment;
· Assists in supervision of the general maintenance of pump equipment;
· Assists in supervision through inspection and may assist subordinates in the installation and repair of hydraulic controls and in the removal, tearing down, repair, rebuilding and replacement of all types of pumps and related equipment;
· Assists in the assignments, inspections and final checks of the work of subordinates in the general repair and maintenance of pumps and related work equipment;
· Assists in the inspection of equipment, diagnosing the cause of equipment failure and malfunction, and making recommendations to repair, replace or rebuild parts and escalating as needed;
· May instruct and assist subordinates in the replacement and repair of pumps, piping, and related equipment by offering suggestions as to methods of repair, assisting in difficult repairs or with unusual problems;
· Operates various power and hand equipment and testing devices, including drills, lathes, polishers, sanders, welding equipment, overhead cranks, battery chargers and other devices for repairing and testing pumping equipment;
· Requisitions parts, oil, grease, etc. by listing the item(s) needed, quantity, part numbers, a brief description of the item(s) needed;
· Maintains accurate records concerning inventory and maintenance via computerized programs and/or other acceptable accounting methods;
· Maintains a record of repair work that is requested and completed;
· Maintains daily time sheets or cards on all assigned departmental employees and keeps a record of the employees personal time;
· Maintains records on pumping equipment and supplies;
· Assists in training workers in mechanical and maintenance repairs and inspects work for conformance with mechanical standards;
· May assist with annual budget for all material and equipment needed;
· Maintains safe working conditions.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principals, methods, materials and tools of the pump and piping trade; good knowledge of the principles of the operation of pumps and related equipment; good knowledge of repair and maintenance characteristics and servicing a variety of pumping equipment; good knowledge of tools, techniques and terminology associated with pump and piping trade; good knowledge of accident and safety precautions of the trade; skill in the use and care of tools, machinery and equipment of the pump and piping trade; ability to repair and overhaul pump equipment; ability to adapt available tools and repair parts to specific repair problems; ability to diagnose mechanical difficulties readily; ability to operate microcomputer and/or computer terminal; ability to train and supervise subordinates in a manner conducive to full performance and high morale; ability to get along with others; ability to understand and carry out complex oral and written instructions and to work from diagrams, sketches and defective parts; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A) Graduation from high school or possession of a high school equivalency diploma and three (3) years of experience in the maintenance and repair of pumps, construction and/or mechanical equipment; or:
B) Seven (7) years of experience in the maintenance and repair of pumps, construction and/or mechanical equipment; or:
C) An equivalent combination of training and experience as defined by the limits of (A), and (B).
SPECIAL REQUIREMENTS:
Possession of a valid New York State Class A Commercial Driver’s License at the time of appointment and maintenance throughout duration of appointment; and possession of a Class D Distribution System Water Operator License issued by the State of New York at time of appointment and maintenance throughout duration of appointment.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
