**THIS IS A PROVISIONAL APPOINTMENT AND IS SUBJECT TO A CIVIL SERVICE EXAMINATION PRIOR TO ANY PERMANENT APPOINTMENT**

GENERAL STATEMENT OF DUTIES: Performs specialized clerical work in connection with fiscal, budgetary and accounting records and customer transactions.  Under supervision of an employee of a higher grade, may independently perform clerical work of average difficulty in connection with a variety of financial transactions, records and accounts. This work requires sound judgment in the carrying out of prescribed procedures. The incumbent does related work as required.

 

TYPICAL WORK ACTIVITIES

  • Posts to subsidiary ledgers;
  • Maintains registers and subsidiary ledgers;
  • Maintains simple account files;
  • Maintains records and controls of accounts handled;
  • Assists in compiling fiscal data and preparing reports;
  • Pre-audits vouchers for accuracy and conformity before presentation for payment;
  • Receives cash and check payments tendered in person by individuals and by mail;
  • Makes up and gives out receipts; makes change;
  • Prepares and lists deposits, endorses checks for deposit;
  • Balances amounts received against cash, journal entries and receipt copies;
  • Verifies correctness of remittance against accounts receivable ledgers and by comparison;
  • Receives, disburses and keeps records of a Petty Cash Fund;
  • Examines any papers accompanying remittance to verify amounts before acknowledging receipt;
  • Inspects, examines or credits simple accounts according to departmental procedures for accuracy and conformance;
  • Balances accounts by operation of machine and reconciles totals against individual accounts;
  • Preparation and Computer Input of Journal Entries;
  • Gives information to the public, either personally or by telephone;
  • Contacts outside agencies, vendors or individuals in connection with the maintenance of financial accounts;
  • Revises and systematizes account keeping methods and procedures;
  • Utilizes enhanced computer systems and equipment in the completion of assigned clerical tasks, including customer transactions;
  • Prepares monthly bank collateral reports;
  • Assists in the answering of telephone inquiries from customers in regard to:
  • Water billings, water rates, water meters and reading, leakage, domestic & commercial water system, and excess water usage, Water Authority Tariff Provisions. etc.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Good knowledge of modern methods of maintaining and checking financial accounts and records; good knowledge of business arithmetic and English; good knowledge of office terminology, procedures and equipment; good ability to make arithmetic computations rapidly and accurately; ability to understand and follow detailed oral and written instructions; ability to get along well with others; a high degree of accuracy; initiative and resourcefulness; industry and dependability; physical condition commensurate with the demands of the position.  Ability to utilize computer programs such as (Data Base, Word Processing and Number Formulating programs).

MINIMUM QUALIFICATIONS:

A)       Graduation from a regionally accredited or New York State registered two (2) year college or university with an Associate’s degree in Accounting;

OR

B)       Completion of two (2) years of study at a regionally accredited or New York State registered two (2) or four (4) year college or university which included sixteen (16) semester credit hours in accounting;

OR

C)       Graduation from high school, and one (1) year of experience maintaining financial records and accounts;

OR

D)       A equivalent combination of training and experience as defined by the limits of (A), (B), and (C).

NOTE:      Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
