DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the inspection of construction, installation, or maintenance operations performed by outside contractors employed by the Erie County Water Authority. Work also involves minor design tasks and design reviews. General supervision is received from an administrative employee of higher rank, with leeway permitted for the exercise of independent judgment and various field engineering tasks. Supervision is typically exercised over the contractor’s work, and general supervision is exercised over the Construction Inspectors and Sr. Engineer Assistant. Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of materials and methods associated with the design and installation of subsurface utilities including large diameter transmission mains and treatment plant, pumping station and storage tank equipment and systems as well as survey equipment, computers, Geographical Information Services (GIS) and water plant equipment; Familiarity with state and local laws governing such design, construction and installation; good knowledge of all safety rules and regulations; Ability to tactfully direct the activities of consultants and contractors into compliance with Erie County Water Authority practices and requirements; Ability to make sketches and simple engineering designs and computations; Work with accounting division in preparing bills for contractors, retirement of property and other related matters: Supervises the care and maintenance of a variety of equipment assigned to that department: Ability to get along well with consultants, contractors, superiors and employees; Resourcefulness and imagination in meeting new or unusual problems; Initiative in carrying out the duties of the job commensurate with the best interest of the Authority; Willingness to work outdoors under most weather conditions; Capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree in Engineering or Technology, and eight (8) years of responsible construction experience primarily concerned with facilities and subsurface utilities, at least two years shall have been in a supervisory capacity; or:
B) Graduation from high school or vocational school, or possession of a high school equivalency diploma, twelve (12) years of responsible design and/or construction experience, primarily concerned with water facilities and subsurface utilities including large diameter transmission mains, at least two years shall have been in a supervisory capacity; or:
C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
