DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, organizing, developing, directing and evaluating Erie County Water Authority Human Resource programs. The work is characterized by responsibility for human resource programs involving wage and salary administration, which includes maintenance of the Authority’s salary plan and its rules for administration, and employee services, which includes employee benefit administration, employee performance evaluation, employee orientation, employee effectiveness and morale, employee training, employee and Authority safety including compliance, and maintenance of employee policies and procedures. The work is carried out in accordance with applicable local, state, and federal laws, rules, regulations, and codes. The work of this class is limited to human resource matters only. Work is performed under the general direction of the Executive Director or another administrator of higher rank, with wide leeway allowed for independent judgment in contributing to the department’s mission. Direct and general supervision, as the case may be, is exercised over the work of a number of clerical and professional employees. Does related work as required.
TYPICAL WORK ACTIVITIES:
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of human resources practices and programs and applicable statutory provisions, both federal and state, affecting employee relations and human resource activities; ability to coordinate and control safety and employee benefit programs; thorough knowledge and implementation of employee training and development programs; ability to make oral presentations concerning human resource activities and programs.
MINIMUM QUALIFICATIONS:
A) Graduation from a regionally accredited or N.Y. State registered college or university with a Bachelor's degree and five (5) years of satisfactory experience in Human Resources and or Personnel Administration which shall have included employee training, employee health, safety compliance, and or EEO compliance activities;
OR
B) Graduation from a regionally accredited or N.Y. State registered college or university with a Associates degree and seven (7) years of satisfactory experience in Human Resources and or Personnel Administration which shall have included employee training, employee health, safety compliance, and or EEO compliance activities;
OR
C) An equivalent combination of education, training and experience as defined by the limits of (A) and (B) above.
SPECIAL REQUIREMENT: Possession of a valid class D New York State driver’s license at the time of appointment.
