The ECWA purchases goods and services according to its enabling legislation and charter granted by the State of New York. It maintains an open vendor policy and welcomes any and all potential bidders.

The ECWA’s procurement guidelines are a deliberate effort to balance the need to preserve open and fair competition, and to obtain goods and services at the best possible costs on behalf of our ratepayers.

The ECWA encourages purchases from vendors that are included on the contract list of the County of Erie and the State of New York Office of General Services. Minority and Women Owned Businesses are encouraged to bid and should be certified by the County of Erie and the State of New York for acceptance.

A Procurement Disclosure Policy has been adopted on July 6, 2006 to comply with the state finance law 139J and 139K. Vendors should familiarize themselves with the statutes and the policy of the Authority.
